What does it mean if a guy hugs you and rubs his hand against the side of your waist/hip?

Ive been getting close to a male friend (im female by the way) but its been very mixed messages for awhile. I thought we would spend sometime together after work as we usually do but he said he was busy and had some work to do. But as usual we hugged but this time he had his hand on the side of my body rubbing vertically on my hip and then i moved away coz i did. When/why would guys do that...or is it just his way of saying sorry cant meet you.

After the hug i turned away and i saw from my eye him turn back to say something (could have been anything but as i wasnt looking he turned back and carried on walking). He aranged to meet once but texted later than the time sort of aranged as to his wherabouts and sometimes tarts texts and doesnt reply sometimes apologising and other times not bothering. But he notices little things..thing i dont even notice! and shows some kind of care?? But he doesnt seem shy and ive asked him to meet up and hes been busy and hasnt yet...and although he suggests it sometimes and ive said yeh that would be good hes only once put a date forward to which he texted much after his work making me wonder whether possibly he was with someone else after and not sure why he bothered.

 

So the hug and what you think the rest means would be a huge relief!
