why he lied now that we are engaged?

well, me and my fiance had been engaged for 9 months. we didn't thought about any date for wedding after our engagement because I still needed to get my paperwork done for the visa and move overseas to the US to be with him. The plan was that he would make the petition while I was here finishing my college or getting it advanced. I think he lied to me about sending the paperwork to the embassy because since that time (March this year) we never had gotten an answer + he doesn't and haven't show any interest forward. I'm a little bit worry because then I ask myself Why would be the reason he lied (in case he never sent it) or maybe it just got lost. but lot of people tells me this is very hard to believe that sending stuffs by USPS things would get lost. I know you would prolly ask me to go and face this problem and ask him but I really wouldn't like to know what really happened. I would get confused/heartbroken/untrust and thats the least I'd like to feel at this moment. I'm cold feet bc now he decided to get things worked out and hes planning to get marry by civil so visa would get faster and more secure (as long as I'll be his relative spouse) and finally sooner we both be together. but wait? How come he never mentioned NOW about the fiance visa process he applied for and hes planning to do all this to reapply for a spouse visa? help pls... i really wouldn't like to untrust this man, I love him alot and i opened up my feelings again after several years of untrusting guys. help pls
