Why is he still playing games?

A little history: we were together for a year, we were broken up 1 1/2 years (I broke up with him), then got back together for 6 months. Then he left me moved across the from the westcoast, to where I was to the eastcoast and then dumped me because of the long distance when he promised me he never would. In the first breakup, he said he wanted to be friends but then played all these games, then I got fed up and walked out of his life. Then we started talking again after some time passed and became friends again after I had thought he was over me. He admited he was inlove with me the whole time and never stopped loving me, even though he told me when we were broken up that he didn't love me anymore. After he dumped me (recently) I didn't talk to him for about 3 weeks cause he was the one that dumped me and told me he didn't know if he wanted to be friends or wanted me his life...and recently I ended up in ER...almost died but didn't. So he finds out, freaks out and I'm upset that it took him to care for that to happen. He didn't talk to me for 3 weeks and now he's suddenly cares? Who seriously does that. So we got into a fight yesterday because he called because he wanted to know everything that happened and just freaked out on me...then had wanted to know everything that had been going on since the breakup. He found out I started meeting other guys and went on some dates, so now he's jealous. Telling me that he's so surprised and shocked that I've gone out on dates but he hasn't when he's got 2 online dating profiles. I told him that he bailed out on me so that's not my problem. He kept telling me sorry he f-ed up everything but I didn't really care cause he hurt me pretty bad by lying to me alot in the relationship. He asked me if we could be friends but I told him I was too overwhelmed and needed sometime to think about it. Why does he want to be friends when I live on the westcoast and him on the eastcoast? Its not like he's ever coming back to visit me. And why is he jealous, when he's the one that dumped me? I don't get it cause he told me he doesn't regret breaking up with me...so what gives with all these games...what is the point?
