Can't understand thegirl

Met a girl a while back, will leave all the story leading up to this point out cause it would take days.

 

Girl has an ex, from about 2 months ago. Broke up due to him cheating and stalking her. Asked her out, went to a country concert. Asked if it would be inappropriate if I kissed her, she said she didnt kiss those she wasnt dating (like relationship). I asked her on the walk back to the truck, as we were drunk, if she was interested, she said yes but remember I just broke up with my ex 1 and a half months ago. As we drove home, sort of drunk, she fed me the chili cheese tots I ordered then gave me a kiss on the cheek on the way out. Asked her out while we were having lunch a few days later, she said maybe, I said I'd rather have a no than a maybe, she said no you are getting a maybe. I called a few days later, told her I was changing what we were doing on the 2nd date, told her, she said awesome, now were just trying to get schedules to line up I think. Anyway this girl screws me up every time I look into her eyes, shes as sexually inexperienced as me which is odd being that I'm 23, she's 22. I just can't tell if shes actually interested or shes just to sweet to tell me off. Tis happened to me recently, and I'd rather have a no than be strung along like on my last endeavor. Any prudish girls who are traditional with making the man call or make the first move have any input? I have no problems taking it slow, she's worth it, I just don't want to put myself thru mental torment if she isn't even actually interested. She always seems to want to do something, suggests ideas, but then can't do them, which is odd cause she suggests things herself. She works over 60 hours a week to pay for college though as a waitress, so she might actually just not be free.
