Why don't you just call up a couple of reputable hotels and ask them what their requirements are for guests.....what type of ID, etc, is required. Tell them you don't have a driver's license, and would that be a problem. There must be tons of people out there who don't have one, for whatever reason, I doubt it's necessary.
