What do you think about this break-up?

I was in an on and off relationship with a guy for almost two years, and even though we knew we shouldn't be together, we couldn't stay apart for too long. By the time it ended, we had both been married for a while - me for 8 years, him for 6, and we both have children under 3.

 

So I decided to end it and sent him an email asking to meet in person. He said he couldn't and asked me to call him, I did. I didn't want to tell him what was wrong so that I could say goodbye in person, but he asked me "Do you want to end it?" and I couldn't lie. He asked me to hang on until he came back from his trip, I did.

 

He returned, I still wanted to end it, but he said he wanted to see me again, one last time. We made a date, but he got out of it - then stopped replying to me.

 

This was our 5th time breaking up, he did it 3 times, this was my second. Every time we got back together, it was because he asked me to come back. Why didn't he let me say goodbye? Does this mean that I meant nothing to him? I had broken up with him over email once before, this was the first time I asked to see him in person, because I really wanted closure.

 

Does this mean that he wanted to leave it open-ended? Why not say goodbye and move on, when he said it himself it would be better for me and more fair (while at the same time asking me to wait so that we could talk again).

 

Am I being silly in seeing this as his way of keeping the door open? I was very clear about wanting it to be over.
