How to deal with this situation - anyone handle problems with vets before?

this is not an uncommon practice for shelter. They have a rule all animals need to be fixed. generally the animals has the shots and are fixed before you pick them up. But sometimes in cases where the animals are too young you are given a voucher to go to the vet and get the procedure. I have actually delt with this. and you do pay for it. It is part of the fee you pay for the animal.

I agree, I've adopted two pets via a Humane Society that provides a free (on occasion) or reduced cost spay/neuter program even to people who didn't adopt their pet from that particular shelter. You shouldn't have to pay any additional fees when you pick up your pet, unless you approved other treatment that's not covered by the shelter. Some shelter/vet programs may operate a little differently but this situation seems odd to me, since most shelters' adoption fees cover the spaying/neutering costs. They would have had to mention to you if they do not cover spaying/neutering.

 

Carhill's advice is spot on; contact the shelter you adopted the dog from to get your records. Hope it works out.
