Should I pursue a deeper relationship with him?

I've been friends with this guy for 3 years and I've always had a crush on him ever since we first met. I never pursued him because when I first met him, he was just barely starting to date an old friend of mine from junior high. I had too much respect for this girl to try and steal her man away so I just bottled up my feelings and tried to ignore it. However, he did once confide in me that if he had not developed a relationship with her first, he would have dated me. They dated for almost a year and then she broke up with him, he was devastated. Its been nearly two years since they broke up and he seems to still be hung up on her. He hasn't hooked up with any girls or really tried to pursue any since they broke up. Now it gets complicated because a few days ago, some friends and I got drunk, he was one of them and we ended up sleeping together. Now I feel confused and conflicted because I absolutely adore him and I want him to be more than just my friend but he told me that he is "too busy" for a relationship. He is busy, but I don't think he's to busy to see me every so often. I'm not sure If I was just a rebound to him, and If I am that sucks so bad because I want him so bad and I care about him. He is one of the nicest, most genuine people I've ever met. I haven't told him how I really feel because I'm afraid to be rejected. We don't even really talk over the phone or facebook so I feel like it might be weird to try to contact him. We used to hang out a lot at school but since graduation I don't see him much. I'm not sure how to go about pursuing him, and I'm not sure if I should. I think that two years is long enough to get over a relationship and maybe I just need to seduce him more???? I don't know what to do!
