If you want to wait then wait. But will your sex drives match up once you marry her? All of that hurts more than the act of sex with someone else. You need to decide whether this relationship meets your needs, and if it doesn't you need to move on. Another thing to consider is that even if you wait until marriage before sex, it is very likely she has a very low sex drive, since she doesn't even want to make out or experiment in other ways with you. Of course, we did have "sex" and spent time under the covers exploring each other. This was 15-years ago. I'm a little old fashioned that way, but for the most part, expect intimacy with the women I am dating. Not only because I want it, but because the ladies do too. At this point, waiting until marriage is not as practical or important.... So, for you, yes, it would be cheating. But, if it's an issue, tell her and/or go find someone more sexually compatible.
