It means the girl is going to be played and hurt in the long run. A guy will always have the opportunity to cheat. There are plenty of women willing to throw themselves at guys, and if he flat out said he would cheat if he had the opportunity, it's pretty much a guarantee he will cheat on you. Any person who can say (not even in the heat of the moment of temptation) that they would cheat given the chance does not love their SO. Lust after, perhaps. Want to have their cake and eat it too? (If so, I'm sorry about that.). But I must say: women don't always "throw" themselves at guys, LOL. Sounds painful metaphorically as well as literally.
