I have been friendly with this person since I met them at work a few months ago. We don't work in the same department so only see each only occasionally. Started noticing in the last few weeks that they often watch me, not stare at me or anything but often looking at me.

Would it make a difference in meaning if they are man or woman, or if one or both was in a relationship?

How do you figure it is too early to ASK A QUESTION, especially to random people about how people (not my co-worker specifically) think/what it might mean?

OK - it means that the person has an interest in you that could possibly be romantic.
