"Text me anytime" means he likes you enough he would love to hear from you at any time of the day or night He doesn't want to come across as needy or clingy by texting you ALL THE TIME like he wants to so hes opening the door for you to initiate conversation with him so he doesnt come across as too into you and scare you away. Why dont you just try texting him sometime and see what happens? Why do women always want the guy to initiate everything all the time. Arent we in the 21st century? Are women really this shy and childlike in dating they need the guy to hold their hand through every step of the process? I'd text a guy and then wait and see if our text exchanges were roughly equal or not (in terms of number of messages, who initiates first each day, whatever). If I felt I was putting in more effort than him then I would take that as an indicator of low interest and move on. Obviously this is just an addition alongside actual dates, spending time together, etc. But I wouldn't write a guy off for saying that. I think it's a nice thing to say.
