I'm a very honest and straight-up person, and I don't want to waste time with the small talk if I'm not interested in the guy (which is about 95% of the time). You can state it upfront if you like, but don't be surprised if he says "Oh yeah , as if I'd date YOU!" IMO it's a bit rude/cocky to assume a guy wants to date you just because he talks to you. How would you feel if a guy assumed you wanted to date him just because you said a few words to him? If you're not interested in small talk with someone, then just make an excuse & leave, or find some other polite way to stop the chatter.
