Drunk people sometimes express love for people they love platonically, sometimes confess secret romantic love, sometimes forget who they're talking to and express love for someone who isn't even there. It's impossible for us to know what he meant or how he feels, we weren't there and don't know him. Do you want him to love you in a romantic way? Then you're going to need to talk to him. It does lower inhibitions but it also skews perception. I know of a lot of people who got drunk, ended up all lovey dovey with someone and told them how much they loved them.
