Reporting issues to my bosses through email as documentation

I've recently started documenting issues with my staff though email to my bosses. Not small issues, just people who have been getting away with murder for too long and by doing this I am hoping to pull them into line. 

I don't want to be a dobber. I am not a dobbers, i cannot stand dobbers. I just want these people to do what they are asked when they are asked without questioning or complaint as they are not permanent staff. 

I have this worked who was offered to be put on a split shift for covid 19- get paid 2 weeks to be off work and then get paid casual rates to work the other 2 weeks and so on. She wasn't happy with this as she was worried that other casuals who aren't on the split shift would get more hours than her. 

She is difficult,always has been and if I ask her to work back she automatically says no and always has an excuse. She has told everyone that management are a bunch of bastards in this place and she spreads her negativity to other casuals. 

I've tried telling higher management numerous times that she is not good for business but they don't listen and I was thinking maybe whatI'm doing wrong is in not telling them through written word so I've started emailing them short,to the point emails about all issues with her and other negative staff everyday. 

Am I going about this the right way? Need opinions

Missingu, I can't see that complaining in writing to your superiors is going to help this.  Instead, I'd be asking for some mentoring to help your management style.   And also clear parameters around decision making and hiring/firing.   

This casual....when you've asked her to work back, are her reasons for not doing so legitimate?  A family who is waiting on dinner.  Kids who need help with homework. Caring duties, has been on her feet for 10 hours already or has to go to a second job?   If you're asking her to work back frequently, why not get another casual on?    With the new roster, did you reassure her that everyone's shifts were being cut equally?    Are management a bunch of bastards?  I mean, it's not like you're getting any support from them.....

Those questions asked, if she's only casual and doesn't fit in, why haven't you let her go?

If these people are on your staff, then you need to find a way to address the wrong doing.  As a manager you are supposed to fix this.  Whining to your superiors just makes you look impotent & incompetent.  

Instead of tattling, sit down with your boss & clarify your powers.  Can you fire somebody?  Can you demote them?  Can you dock their pay?   If all you can do is write them up, make sure you have the forms.  Then you start documenting the infractions using the chain of command.  You put the bad employees on a P.I.P.   You mark them down on performance reviews.  You set them up to be fired.  If you can fire them then you do that.  If you can't, you paper the personnel file so the person with the power has no choice
