Taking New York as a petri dish sort of experiment, did New York (city and state) leadership do a great job and the measures just not work? Or do the measures work but the leadership of NY do an epically poor job? I feel like there is a disconnect here someplace.

Too damned many people concentrated in one area and a proportionate number of people (and it only takes one/two) who think they know better and are omniscient about viruses and, specifically about this one, who decide to blow off guidelines and/or can't be bothered with them.  If there is any "failure", it's on the people after the leadership sets guidelines and measures.  Its a "people" problem.  Not a government problem really.  Except that the government overall has been churning out inconsistent messaging about it all so people aren't really sure.  But in the end, it comes down to common sense and respect for each other.  Common sense dictates, that if there is doubt, err on the side of caution and do whatever can be done to at least try to minimize it the best they can and continue to observe for the good of everyone.  There's a circular benefit to it all.
