Yeah, it seems unfair, but to be honest, I think most restaurants are having a hard time right now, regardless. Even if she has outdoor dinning, she's not going to get pre-pandemic capacity seating. Someone will no doubt do a study but serving acohol was one of the factors here in the virus second wave. People are very frustrated trying to keep going. It is a bad situation......I just don't see how a lot of restaurants are going to survive. I miss dinning out too.....but I eat in mostly these days due to the scare. I do an occasional pick up but it's no fun for me going out to eat, especially where I live if I have to encounter a small but hard core group of 'Covid-deniers' as part of the process. Restaurants are being asked ( by Houston mayor and our county judge ) to lower capacity temporarily here, before we have another shutdown. The governor has said we won't but it will be inevitable if people won't 'police' themselves. We've had new restaurants open up here even during the pandemic, but many have also gone out of business. We need a complete overhall of our welfare system before anything like this ever happens again, and definitely the Small Business Administration which just seems to get 'cherry picked' by large corporations who then shed the jobs anyway. This lady is the perfect example of who those business loans were meant for but if it's anything like Texas- every time any money is released it's gone-in huge chunks apparently to large corporations who could survive without it- within days.
