It develops over time, but has to be based on those things. Sexual attraction is something that's often intermixed with love but is separate ultimately. You can have love without sexual attraction and vice versa. True love is more scarce than people realize though. People overlook how important respect is as a component of love. In my own family and many other families I could see marriages that devolve because one person gradually loses respect for the other. You need a lot stronger desire to be with them RIGHT NOW and for the long term. Relationships are so hard. Going into one without even real love for the person ... absolute disaster. And yes, I've tried, but dating people I liked but wasn't really into. Doesn't work. And over time, your partner can actually notice that you don't love them.
