Romantic walk after a no-feelings kiss

Last night I kissed and kinda made out with a guy while drunk. We share the same classes and he was what you would call a school bro.I don’t think the kiss means anything, I normally kiss while drunk and I guess he was horny.What worries me is what he said after , while he walked me home. We walked holding hands. He was the one that took my hand and interlocked fingers.After a while he asked me if I wanted to be his girlfriend.I told him no, cause I didn’t like him.He then answered that he also didn’t like me , specially.I’m having second thoughts.I guess I would like to know what would happen if I we started to talk and flirt. But I don’t think he is going to ask again, my answer was hurtful if he truly feels like that. But I also think that maybe he asked out of culpability/responsibility, because we made out with clothes(my first time)  and he may think that he now should protect me from rumors. Or maybe he thinks he stepped a line and now it’s on him. I also think there is a possibility that he asked because he wanted sex and I didn’t accept fully? I don’t know what to think

I don't think he asked you to be his girlfriend because he was trying to protect your reputation. I don't know a single man who would do something like that.

He asked you to be his girlfriend because he likely wanted you to be his girlfriend and/or wanted something physical. And then you rejected him, so he double downed to protect his ego and acted like he didn't really want that anyway. 

I would not toy around with his feeling by flirting just to see what happens. If anything, I would apologize if you feel like the way you delivered the words was hurtful or a lie. If it was truthful to how you feel, just move on instead of stringing him along.

Yes it's a very lame attempt to tell a girl what he thinks she wants to hear in an effort to get you back to his room. Nobody wants a GF after one drunk kiss. Sex however, is s different story.
