Is my bosses boss coming on to me? Feels like he is giving me way too much attention

I started a new job last month and my bosses boss-the director of the dept also started around the same time as me. From what I see he seems to be interactive with everyone in the dept. Like on my first day after the secretary introduced me to him-I was reading polices and he walked by and started talking to me on how I'm doing. Then on multiple occasions whenever I cross paths with him he waves at me or sometimes he stops me to chat-asks me how my day is going and if I need anything from him. One time he was talking to the secretary and I walked past them and he stopped me to ask me about an email that he sent the day before about supervisor change-just asking me if I got his email. Then one morning while I was asking the secretary a question-he arrived with a box of donuts and he gave me a donut. Also, whenever he's talking to my supervisor in the room while I'm at-her desk is in the front and my desk is like 2 desks down, he goes out of his way and greets me even if his sole purpose is to have a conversation with my supervisor about work related things.

Sounds like he is new and trying to make an impression. All you need to do is be friendly and professional. Handing out donuts to his team is not inappropriate or "flirting:

Based on what you've written, I don't believe there's any reason to jump to the conclusion that he's coming on to you.  I've worked for bosses that were very engaged with their employees and made a point of making regular personal contact and remembering personal information (about families, etc).

No, he's not coming on to you.   As you've already noted, he's warm and friendly to everyone

I don't think he is trying to come on to you, no. 

He's trying to be professional, friendly and make a good impression in his new role. I don't see where he's really singling you out and paying more attention to you than anyone else, though.

Perhaps you are seeing it differently because you have a little crush on him?

He's a very proactive boss, somewhat possibly likes to micromanage things hence why he has that position. So far what he is doing is on a professional level. He's just doing his job. My new supervisor is like this too. Sometimes comes off as intrusive because we are not used to someone being proactive in knowing their staff and how things run, or have been running, etc. I suspect you have never had experienced someone who runs things like this.

Do you usually look for romance in the workplace? I don’t see anything inappropriate with what he’s doing although if you say he makes you uncomfortable, leers at you or you don’t like the way he talks with you, that’s something else altogether. 

Mind you, I’m also looking at your thread header and this “Feels like he is giving me way too much attention.”

Yup, that's exactly right. My past 2 jobs I've never had a higher up boss been that proactive in me, most of them just interacted with certain employees they were chummy with/picked their favorites to talk to, so I'm not use for this director to be that focused on me and wants to chat with.
