I think you have to be a member for a certain time before that PM function can be grant to you right?

I want to send an PM to a sis that help give me great advice, since we both are women, so I prefer talk to her (who is a woman too). 

But I think PM function are not granted till after you been here for certain amount of time or number of posts, correct?

Hi @2015stayathomeWife , yes you are correct - posters need to be an established member to send private messages.   We also ask you to be aware that the function of these message boards is to give group support, and as such, many members prefer to not give advice in private messages.
