Are you interested in her at all? I would say that if you are not interested in her than ignore her altogether. That means no staring back at her. That might give her the idea that you are interested. Or go to another bar. She huffs and puffs, so what? Maybe try to smile and say hello to her and see how it goes if you are interested.
