ShyViolet
What you need to understand is that most animal control organizations are underfunded, under staffed and only come out for the most severe cases. Technically it's not a crime to get pets and then keep giving them away to other people when you get tired of them. It's disgusting and unethical behavior, but it's not illegal. Nor is it illegal to be a slob and have a house that smells bad because you don't adequately clean up after your animals. If you contract animal control about these things, I am quite sure they will not come out. Not unless there was more concrete evidence of some kind of animal cruelty. The bottom line is that you don't have control over what these people do. They very well might continue doing this. You have a relationship with them so the most effective thing you can do is just try to talk to them, gently and non-aggressively because they will just become defensive, and try to make them understand that what they're doing is not right. If that doesn't work, I don't think there's anything you can do.
