Look up some general calisthenics diagrams on the internet. Things for legs include bodyweight squats, lunges, dirty dogs, mountain climbers, mule kicks, and things like those.

If you have access to weights, you can do simple deadlifts and squats. Gyms have a wide variety of leg machines. If you want to increase size, try doing small reps with lots of sets. Like 10-20 sets of 5-6 reps, with a minute in between.

Squats would be an excellent excercise to build up your legs. A lot of health magazines agree that squats are the very best exercise for your body period.

I also had small legs a few years back, even though I was working them out a lot. It kinda looked stupid to have big arms and a big chest and have bird legs. So I tried something I read in Muscle Media magazine. They guaranteed that the best exercise to build your calf muscles is to walk/jog on the treadmill with it set at an incline. So I started jogging on the treadmill with it set to 15% (max) incline and, sure enough, my calves made huge gains!

You can't do the incline treadmill for very long because it indeed burns your calves to high hell, but it really works.

Also, don't try to work out your legs everyday or else your muscle will never have time to rebuild to get bigger. The recommended amount of time between workouts for most muscle to repair is at least 96 hours downtime. Also don't work them out for more than 45 minutes or an hour or you'll just end up breaking down muscle.

Also, it's very important to get lots of protein in order for your body to build muscle after a work out. You should get at least 1 gram of protein per pound of body weight each day. No pasta or rice diets. Eat lots of fish, chicken breast, and lean beef.

There you go. Do three sets of squats then run uphill on the treadmill for 30 minutes every four days and eat right. You'll see a huge improvement!
