Sometimes you have to tell them in order to get a response or to make something happen. Others will pick up on the obvious signs and make their move on you. Try to ease them into it... suggest hanging out more often, less in groups and more one-on-one. Once you feel comfortable, you can have a conversation about your feelings, it should come naturally because if you force it you'll build up your anxiety and that may put off them person.
